Attached is the HAND COUNTING Manual for getting back to hand counting ballots. Although watching the presentation and training today, I cannot find specific training or allotments for ASSURING the ballots counted are in FACT LEGAL BALLOTS, nor cross certifying issue. HERE are my questions since a counted ballot does not mean it's a real vote or ballot. AS I review this material, I see this is the solution to "the machines change the votes" but that is not the case, it's the People Paper and Programs. Thus, I have the following questions. In going through the manual, I cannot find solutions for these IMPORTANT QUESTIONS I posted on Twitter seeing answers:

Everyone should know about ballot hand counting. I am particularly interested in the following points of hand counting and knowing each ballot is cast property and an authentic legal vote. (THESE ARE ALL QUESTIONS WHICH NEED TO BE ADDRESSED) (1) Ballot Paper Authenticity? (2) Ballot Printing Certification from Right Equipment? (3) Cross Confirm the Precinct Splits By Voting Issues Compared to the difference in Ballot Faces Presented (remember Maricopa had 10k plus different version)? (4) Mail-In versus Early Vote Versus Day of Reconciliation (counts against point against receipts)? (5) Batch reconciliation of each again what's is counted? (6) How will the hand counted ballots be batch tracked and closed out? (7) How will spoiled ballots be reconciled? (8) How will duplicated ballots be reconciled? (9) How will spoiled ballot be hand matched back to original ballot? (10) How will duplicated ballots be hand matched to original ballots? (11) How will ballots hand counted be matched and cross checked against (a) pre-image, (b) adjudicated image (c) post image and then (d) matched against the final EMS? (12) Which count will be accepted as final, the hand count of the simultaneous machine scan? (13) Will hand counts occur at each precinct? (14) IF precinct counted. how will CoC be cross matched to the actual counted ballots? (15) If going to tabulation center or central how will the CoC between the individual precincts be cross confirmed with those ballots arriving at the Tally Center for hand count? (16) How will any ballot box drop boxed ballots be isolated to be able to be fully recognized as such, so there is not batch inclusion for dilution purposes? (17) How will the hand count cross reconcile with the signature approved or denied process? (18) will the hand count only count 100% APPROVED signature verified ballots? (19) How will the hand count account for provision ballots still to be adjudicated? (20) How will the delayed adjudication and remedy process be accounted for in the hand count and at what time does those delayed get worked into the process and cross verified? (21) When the Ballot Rejection process at the precinct levels states a walk-in-voter has already voted by mail (when they have not) how will the resulting provisional be cross verified against the received mail-in ballot to cross verify the signature and prove or disprove who voted?(22) In such provisional instance (which is up over 500%) which hand counted ballot will take precedence? The pre-received mail-in ballot or the provisional? and will the voter have cross verification rights as to the signature on the previously accepted mail-in ballot? (23) How will you assure that the mail-in ballot envelope (the only thing which proves a legitimate voter) is kept with each and every hand counted ballot (ready to be matched on demand) so you know it is a real voter and or an authentic received mail in ballot (which on the envelop certifies)? (24) What is your plan to hand count ballots received from illegal immigrants which are not allowed by state law or federal law? (25) How will you be able to verify an authentic legally cast ballot for a hand count from the following: dead voter, illegal voter, nonresident, out of state voter etc? (26) How will you be able to handle a hand count for a ballot submitted but has been received outside the normal channels or time limits - how will you identify such ballots? (27) How will you specifically handle UOCAVA BALLOTS which can be faxed in and are not required to be in the format of standard ballot? How will you cross verify said ballot in hand count is an authentic ballot since it will be in a non-standard format? How will you cross verify existence and actual ballot cast of said voter? (28) How will you identify and isolate illegally duplicated ballots and what will you use to disqualify them? (29) When it comes to mail-in ballots, what is the mechanism you will use (in batching and otherwise) to be able to it was a legal ballot mailed or dropped and not a ballot which has been cracked and trafficked? (30) Can we see your contract to count ballots by hand and see if the country is required to accept your hand count Soley or if they took will electronically count and if so, which one will be the legal accepted canvas count recorded? NOT TO MENTION in the event of a non-agreement on the counts how will they be reconciled and determined to not protract the process? There is so much more but these are the most significant areas of concern
